decreasing homicides

Apparently the number of homicides has dropped from 44 in 2008 to 30 in 2009. Thomas Warren, the president and chief executive of the Urban League of Nebraska, looks at this as a positive thing, stating it's statistically significant. What would be a positive thing is, oh I don't know, NO HOMICIDES?!
