Street Funding

The Omaha World Herald said today that Omaha is expected to ask voters for permission to borrow $79.3 million on May 11th. The money would go to street projects, sewer improvements and work on city buildings. Would this go to fix potholes as well? Because the city surly will not leave the awful road conditions until the summer, right?
