Law Could Work

In today's paper, there is an article about a bill that would "suspend licenses of youths caught with alcohol". I think that this could work, except that the punishment–getting your license suspended for 30 days–might not be harsh enough to deter many teens from drinking. However, I think that with modifications, it could definitely work!
