Bills That Affect the Masses

One of the new bills that will (according to the World Herald) "affect the masses" is the texting while driving ban. However, the article notes that a person must be caught doing something else wrong first. To me, this sounds ridiculous! People are killed every year due to texting and driving. If it can cause fatal accidents, a person should be able to be pulled over for the sole offense of texting while driving.
